When design space tells you that the printable image is too large this means that the image you are trying to cut is set to print then cut but the image exceeds the print then cut size limitations.
Cricut cutting mat has a tacky surface to hold paper in place each pack includes one 1 12 by 24 inch cutting mat.
I suspect cricut did this because so many new crafters were getting confused when they had a very large image and got the image too large message or now the project incompatible message and perhaps they thought change would help.
Use slice to make images fit onto the mat.
This is not how to cut a multi color htv design with different layers but rather how to set up different colors on a single mat for cutting.
